The regulation was promulgated on Nov 9, 2009 by the Prime Minister and scheduled to take effect as of Dec 31, 2009. The regulation specifies packaging and labeling requirements, responsibilities of the consignor & carrier, the qualification criteria to grant permits for road transport of dangerous goods by motor vehicles, etc..
For radioactive materials and industrial explosive materials, they need to comply with this regulation and other legislations specific for the materials (i.e. Law on Atomic Energy, Government's Decree No. 39/2009/ND-CP respectively).
