South Korea Consults on 33 New Toxic Chemical Substances

Published on Jul 18th, 2019 by NIER Notice No. 2019-285, South Korea's National Institute of Environmental Research (NIER) is now consulting on potential updates on the Toxic Chemical Substance List (TCSL). Any comments are welcome before Aug 24th, 2019.

K-REACH: Pre-registration Information Can Still Be Updated Before Jul 19th

South Korea’s pre-registration of existing chemical substances ended on 30 June 2019. The Ministry of Environment (MoE) then issued on Jul 8th a notice which grants registrants a chance to directly supplement or update the submitted information by Jul 19th, 2019. Otherwise, a modification application should be applied for afterwards if any changes occur.

Reporting on Actual Volume of New Chemicals Previously Registered below 0.1 t/y under K-REACH

The revised Act on Registration, Evaluation, etc. of Chemical Substances (K-REACH) entered into force on Jan 1st, 2019. Previously, simplified registration was applied to new chemical substances in quantities less than 1 t/y (2015.1.1~2019.12.31) or less than 0.1 t/y after 2020. After revision, new chemical substances manufactured or imported in low volume below 0.1 t/y only require notification rather than registration.

South Korea Addresses Concerns over Two Special Cases for K-REACH Pre-registration

The amended K-REACH requires all existing substances that are manufactured or imported in quantities at or above one tonne per year to be registered. Existing chemical substances pre-registered before Jun 30th, 2019 will be granted a grace period to complete full registration. The authority now calls on potential registrants facing the two special situations detailed below to submit application in time to obtain a registration grace period as well.

38 substances have been newly classified as toxic and provided with classification and labeling information. Classification and labeling information has been updated for three previously published substances. All these substances are still considered new chemicals and require registration under K-REACH.
