Thus they are usually owners of goods, including businesses engaging in the manufacture, operations, or even transport of goods. It should be noted that a transport company is not necessarily a carrier: if it subcontracts goods to subcontractors, it will become a consignor.

Exemptions in Special Provisions for Road Transport of Dangerous Goods

According to Article 10 of the Measures for the Safety Administration of Road Transport of Dangerous Goods, the consignor shall make sure the class and division, product name and identification number of the dangerous goods per the Regulations concerning Road Transportation of Dangerous Goods (JT/T 617) and abide by relevant special provisions.

China's VOC Management and Impact on the Chemical Industry

Volatile organic compounds (VOCs) are organic chemicals that have a low boiling point (below 250ºC) at atmospheric pressure. While most of them are not acutely toxic, they are known to have negative long-term effects on human health. According to a study published in 2017, in China the use of VOC-containing products is the main source of VOC emissions, contributing about 75% of total emissions. Other sources are the production of VOCs (10%), the use of VOCs as raw materials (9%) and storage/transportation of VOCs (5%).
