Philippine DENR Issues Order for Polymer and PLC Exemption from PMPIN

On November 8, 2019, the Philippine Department of Environment and Natural Resources (DENR) issued the Administrative Order for Polymers and Polymer of Low Concern Exemption from the PMPIN Process [1], aiming to grant Pre-Manufacture and Pre-Importation Notification (PMPIN) exemption to importers and manufacturers of polymers and polymers of low concern (PLCs).

South Korea Recommends Formation of Separate Consortiums for Nanomaterial Registration under K-REACH

Nanomaterials have been earmarked for special attention by South Korean policymakers due to their widespread use. South Korea’s MoE has advised companies to form separate consortiums during registration of a nanomaterial (see MoE’s notice) as the hazardous properties of a chemical can vary dramatically in nanoparticle form.

16,743 Existing Substances Pre-registered under K-REACH

South Korea’s pre-registration of existing chemical substances manufactured or imported over 1 ton per year ended on Jun 30th, 2019. The Ministry of Environment (MoE) recently released a summary of the pre-registered substances. The data was collected by Jul 19th, 2019 when the direct supplementation or update of the submitted information ended.

The Philippines Proposes to Add 31 Chemicals to PICCS LIST

Taiwan to Promote Non-animal Testing for Taiwan REACH

A meeting was held in Taiwan EPA on the 18th of September, focused on prioritization of non-animal testing for Taiwan REACH. This is in response to the foreseeable increase in animal testing required to comply with Taiwan’s new and existing chemical registration requirements.

CICO, K-REACH’s SIEF System Finally Opens

On 7th October 2019, South Korea finally open the Chemical Substance Information Communicative Organization (CICO) to the public. CICO is the SIEF system used in K-REACH and is a hugely important topic for stakeholders. According to Article 10 of K-REACH, the existing chemical substances which are imported or manufactured over 1 ton per year shall complete pre-registration or late pre-registration to obtain a Grace Period for importation or production prior to formal registration. For enterprises that wish to register the same substance, it is necessary to join CICO first and then establish a "consortium" to prepare for joint registration during the grace period.

Taiwan to Issue Guidance for Standard Registration of Priority Existing Chemicals

The standard registration for 106 priority existing chemicals (PECs) at or above one tonne a year will begin from Jan 1st, 2020. The most important supporting guidance was initially drafted in March detailing information companies must file, to what extent diversified data can be accepted and other issues relating to standard registration. It was updated in the end of September after several issues and industry concerns raised during the seminars organized by the authority to familiarize companies with the standard registration of PECs. The final version will soon be finalized by the end of this year.
