Vietnam: Latest Report on the Supplementation of NCI and the Draft of New Substance Act

By February 24th, the draft National Chemical Inventory contains 48,857 chemical substances, while only 9,618 substances have been approved. The draft of the new substance act has completed, it is expected to be published in the second quarter of 2021 and finally enter into effect by this year.

The last nomination period of NCI will conclude on April 15th, 2021. Chemicals not listed in NCI prior to the deadline will be considered as new chemicals or foreign chemicals and will have to be registered. An overall revision is proposed to the Law on Chemicals and related regulations to strengthen the chemical safety management and the management of chemicals in products, etc.

Vietnamese enterprises can propose substances supplementation to NCI by providing chemical name, CAS number, Material Safety Data Sheet (MSDS), and proving documents, etc. before April 15th, 2021.

For the substances without CAS number, nomination through an e-mail may be acceptable. The authority is considering extending the period for enterprises to propose chemicals.
Vietnam Solicits Substance Information to Supplement the Draft National Chemical Inventory

On April 4, 2020, Vietnam’s Department of Chemicals under the Ministry of Industry and Trade (MOIT) issued a notice to seek information on more chemicals to supplement the draft National Chemical Inventory (NCI). Enterprises are requested to submit information on chemicals that have been imported, manufactured, and used in Vietnam before May 30, 2020.
