On July 31, 2020, the Japanese Ministry of Health, Labor and Welfare (MHLW), Ministry of Economy, Trade and Industry (METI) and Ministry of the Environment (MOE) jointly gazette a total of 226 new chemical substances (No. 706-No. 931) under the Chemical Substance Control Law (CSCL).

Japan Announces 210 New Chemicals Substances under CSCL

On July 31, 2019, the Japanese Ministry of Economy, Trade and Industry (METI), Ministry of the Environment (MOE), and Ministry of Health, Labor and Welfare (MHLW) released the Joint Notice No.2 [1], announcing the names, serial numbers, and MITI numbers of 210 new chemical substances under the Chemical Substance Control Law (CSCL).

Japan MHLW added 198 substances to the ISHL inventory as existing substances. New chemical substances shall be notified under ISHL and CSCL respectively.

Japan Exempts 150 Existing Substances from Annual Notification

On Mar 29, 2019, the Japanese Ministry of Health, Labor and Welfare (MHLW), Ministry of Economy, Trade and Industry (METI) and Ministry of Environment (MOE) announced the addition of 150 existing substances to the List of Substances Exempted from Notification of Manufacturing/Import Amount. The updated list now contains 2,847 substances in total.

The Japanese “Act on the Evaluation of Chemical Substances and Regulation of Their Manufacture, etc.” is better known as the “Chemical Substance Control Law” (CSCL). Since its enactment in 1973, it has imposed strict pre-market evaluation of chemical substances to prevent environmental pollution and control chemical risks to human health, plants and animals. It has been amended 3 times in 1986, 2003 and 2009. Full implementation of amended CSCL started from April 1, 2011.
