China Outlines Action Plan to Control New Pollutants

On May 24, 2022, the Action Plan for New Pollutants Treatment (hereinafter referred to as the Plan) was approved by the Chinese General Office of the State Council and officially released. Some changes have been made compared to the draft version that was issued for public comments on October 11, 2021. Main changes are summarized in this article.

China Steps Up Efforts in Source Control over Toxic and Hazardous Chemicals

The Chinese General Office of the State Council officially released the approved Action Plan for New Pollutants Treatment, according to Notice No.15 of 2022 issued on May 24, 2022, which vows to improve the China’s new pollutants treatment capacity significantly by 2025. The Plan was drafted to solicit public comments in October of 2021, which had attracted widespread attention from the industry.

China to Tighten New Pollutants Management, Industries Facing Challenges on Source Control over Toxic and Hazardous Chemical Substances

On October 11, 2021, the Chinese Ministry of Ecology and Environment (MEE) published a notice to seek public feedback on the draft Action Plan for New Pollutants Treatment. The draft Plan outlines the general requirements, goals and six major measures for new pollutants treatment, as well as the first batch of new pollutants for priority management in the annex. The consultation will end on October 22, 2021.

China initiated “No-Waste City” Pilot Program on May 13, 2019 (Chemlinked News[3]). Today, it has achieved significant success. Since the launch of this program, 11 pilot cities and 5 special zones have completed 422 projects, which involved capital investment of more than 120 billion Yuan. It has developed 97 models that can be replicated and rolled out nationally.
