[Updated] Japan Proposes to Add Additional Existing Substances into the FCM Positive List

On April 26, 2022, the Ministry of Health, Labour and Welfare (MHLW) of Japan announced to start the nomination for existing substances in the FCM Positive List again. The application can be submitted before July 16, 2022. MHLW emphasized that this would be the last opportunity to submit a request for an existing substance to be included in the FCM Positive List.

On December 24, 2021, the Ministry of Health, Labour and Welfare (MHLW) of Japan released the revision of the FCM positive list, which applies to food contact utensils, containers and packaging made of synthetic resin. The latest version of the positive list adds 125 new substances that can be safely used in food contact materials.
Japan JCII Embarks upon FCM Product Registration Service Starting from Apr. 1

Japan JCII newly established Food Contact Materials Safety Center by incorporating responsibility of JHOSPA, JHPA，JHAVDC, which aims to optimize the management of food contact materials. Starting from April 1st , 2021, enterprises are allowed to apply for "compliance certificate" of food contact materials and articles (FCM) with JCII. The issuance of the certificate indicates that FCM products conform to the voluntary standards.

Additionally, the No. 196 announcement states that the revision to the following regulations will come to force on Jun. 1st, 2020, which means that the positive list system will be effective at the same time

Japan will introduce a positive list to regulate FCM instead of the negative list currently in use. The implementation date is still uncertain and no positive list has been published yet. In the interim synthetic resin will be a high priority regulatory target.
