Beijing Public Security Bureau has published a notice of traffic control on hazardous chemicals, which will take effect during the 18th Nation Congress of the Communist Party of China (CPC).
From November 1st to November 19th, 2012, local vehicles carrying highly toxic and hazardous chemicals will not be allowed to enter the Fourth Ring zone and out port vehicles will be banned in the whole city. In special circumstance however, the out port vehicles who need to enter Beijing during this period shall apply for permit from the city work safety department and transport sector.
