MEP issues “Catalogue of Toxic Chemicals Strictly Restricted from Import and Export in China 2011” (Hereafter referred to as “Catalogue 2011”). Companies, who import/export substances those are listed in Catalogue 2011, are required to apply for the Registration Certificate for Environmental Management on the Import of Chemicals (Hereafter referred to as “Registration Certificate”) and the Clearance Notification for Environmental Management on the Import/Export of Toxic Chemicals (Hereafter referred to as “Clearance Notification”). The new catalogue is effective as of Jan.1 2011.
Trading companies should submit the actual user info when applying for Clearance Notification. The actual user should compile environmental report/annual filling form, and be supervised by local Environmental Protection Department. The above requirement will be implemented in phased steps.
1. As of April 1st, 2011, companies who import acrylonitrile and 1,2-Dichloroethane, together with their actual users, should comply with the requirement.
2. As of January 1st, 2012, companies who import other substances listed in the Catalogue 2011, together with their actual users, should comply with the requirement.
Nonyl phenol and Nonylphenoxypoly(ethyleneoxy)ethanol are supplemented into Catalogue 2011. Considering that before the publicity of the notice, companies who import these substances have signed contract and the substance has arrived or will recently arrive at the port, MEP decides that from January 1st, 2011 to February 28th, 2011, provided the substances has arrived or will arrive at the port, the importing companies could apply for Clearance Notification first, and meanwhile, apply for Registration Certificate.
