This standard is identical with International Standard ISO 11890-2: 2006 “Paints and varnishes - Determination of volatile organic compound (VOC) content - Part 2: Gas chromatographic method” (English version).This standard is one of a series of standards dealing with the sampling and testing of paints, varnishes and related products. This standard specifies a method for the determination of the volatile organic compound (VOC) content of paints, varnishes and their raw materials. This standard is preferred if the expected VOC content is greater than 0.1 % by mass and less than 15 % by mass. When the VOC content is greater than 15 % by mass, the less complicated method given in GB/T 23985 may be used. This method assumes that the volatile matter is either water or organic. However, other volatile inorganic compounds can be present and might need to be quantified by another suitable method and allowed for deduction in the calculations.

In February, 2021, the draft Law on Safety of Hazardous Chemicals, a legislation poised to regulate China's hazardous chemicals in place of Decree 591, was submitted for deliberation at the executive meeting of the Ministry of Emergency Management (MEM).China is one of the world’s major chemical powerhouses, with large amount of businesses engaging in the production and operations of hazardous chemicals. However, they face great challenges associated with hazardous chemicals. The regulation of hazardous chemicals safety involves various authorities as well as a number of laws and regulations, which results in blank spots and overlaps in the regulatory practices. Therefore, the central government has reckoned it both necessary and urgent to establish a State-level law to fundamentally unify and enhance legislative measures for ensuring safety of hazardous chemicals.With a focus on clearly dividing responsibilities and guarding against safety risks at the source, the draft Law may wield a tremendous amount of influence over the chemical sector. Compared to the third draft which was published in October last year, major highlights in the proposed draft remain the same, yet with some changes made in certain specific rules.

The revised Enforcement Rules of the Act on Registration and Evaluation, etc. of Chemical Substances (hereafter referred to as K-REACH Enforcement Rules) was promulgated on December 28th, 2018 by MoE Decree No. 790. The Enforcement Rules came into effect on January 1st, 2019. However, the amended provisions of Article 35 (2) and Article 35-2 shall enter into force on January 16th, 2021.
