It will enter into force on January 16, 2021, the same implementation date of the revised Occupational Safety and Health Act (K-OSHA).

On April 6, Korean Ministry of Employment and Labor (MOEL) published the revised Standards for Classification and Labeling of Chemical Substances and Material Safety Data Sheet by Public Notice No.2016-19, which entered into force immediately.By adopting the hazard category “hazardous to the ozone layer” and revising some of the hazard statements and precautionary statements, the new standards update the 2013 standards (MOEL Public Notice No.2013-37) to align with UN GHS Rev.4 (2011). In accordance with the transitional provision in Public Notice No.2016-19, classification, labeling and SDS preparation should be conducted in accordance with Annex 1, 2 and 4 of Public Notice No.2013-37 are acceptable until April 6, 2017.

The revised Enforcement Rules of the Act on Registration and Evaluation, etc. of Chemical Substances (hereafter referred to as K-REACH Enforcement Rules) was promulgated on December 28th, 2018 by MoE Decree No. 790. The Enforcement Rules came into effect on January 1st, 2019. However, the amended provisions of Article 35 (2) and Article 35-2 shall enter into force on January 16th, 2021.

K-REACH: Guidance on Preparation of Chemical Safety Report

The translation will be delivered to you via email within 15 working days of purchase.Under the K-REACH regulations, for substances manufactured or imported at no less than 10 tons per year, the submission of a chemical safety report (CSR) is required as part of the registration process. The CSR documents the information on risks associated with the substances as well as descriptions of how to handle and control them. It is the key source from which a registrant provides information to all users of chemicals through the exposure scenarios.The Guidance aims to help registrants prepare hazard data to be submitted in the registration of their substances. It is not mandatory, but for reference only. It majorly includes classification and labelling, hazard assessment, exposure assessment, safety confirmation, preparation of hazard data, terms and appendixes.
