It is renamed as the Measures for the Environmental Management Registration of New Chemical Substances (MEE Order 12 of 2020), which will come into force on January 1, 2021.

In February, 2021, the draft Law on Safety of Hazardous Chemicals, a legislation poised to regulate China's hazardous chemicals in place of Decree 591, was submitted for deliberation at the executive meeting of the Ministry of Emergency Management (MEM).China is one of the world’s major chemical powerhouses, with large amount of businesses engaging in the production and operations of hazardous chemicals. However, they face great challenges associated with hazardous chemicals. The regulation of hazardous chemicals safety involves various authorities as well as a number of laws and regulations, which results in blank spots and overlaps in the regulatory practices. Therefore, the central government has reckoned it both necessary and urgent to establish a State-level law to fundamentally unify and enhance legislative measures for ensuring safety of hazardous chemicals.With a focus on clearly dividing responsibilities and guarding against safety risks at the source, the draft Law may wield a tremendous amount of influence over the chemical sector. Compared to the third draft which was published in October last year, major highlights in the proposed draft remain the same, yet with some changes made in certain specific rules.

The Law on Chemicals is the overarching regulation in Vietnam that regulates the activities related to chemicals and chemical industry. Since the publication of the Law in 2007, Vietnam government has been promulgating new implementation guidelines and revisions to the Law in order to align the regulatory requirements with latest developments and demands in the chemical industry.In Oct 2017, Vietnam Ministry of Industry and Trade (MOIT) published a chemical decree named No. 113/2017/ND-CP and replaced Decree No. 108/2008/ND-CP which had been in force for 9 years. Decree No. 113/2017 functions as an implementation decree to the Law on Chemicals.

On April 6, Korean Ministry of Employment and Labor (MOEL) published the revised Standards for Classification and Labeling of Chemical Substances and Material Safety Data Sheet by Public Notice No.2016-19, which entered into force immediately.By adopting the hazard category “hazardous to the ozone layer” and revising some of the hazard statements and precautionary statements, the new standards update the 2013 standards (MOEL Public Notice No.2013-37) to align with UN GHS Rev.4 (2011). In accordance with the transitional provision in Public Notice No.2016-19, classification, labeling and SDS preparation should be conducted in accordance with Annex 1, 2 and 4 of Public Notice No.2013-37 are acceptable until April 6, 2017.

GB/T 17519 - 2013 "Guidance on the compilation of safety data sheet for chemical products" is an essential Chinese national standard for SDS compilation, and a supplementary standard of GB/T 16483-2008 "Safety data sheet for chemical products – Content and order of sections". While GB/T 16483 sets the structure, content and general layouts, GB/T 17519 provides more detailed guidance in terms of the issues to consider when compiling SDSs in China. Although both GB/T 17519 and GB/T 16483 seem to be optional, Chinese authorities judge whether the SDS is satisfactory by referring to them, since they are the only normative documents concerning SDS compilation in China.
