On December 25, 2023, the China Chemical Safety Association (CCSA) released the T/CCSAS 047-2023 Technical specification for coding and labeling of hazardous chemicals, which took effect immediately. It is a group standard in regard to the coding and labeling of hazardous chemicals. Specifically, it details the coding objects for labeling hazardous chemicals, coding principles, coding structure and parsing, information labeling, and use requirements, etc. This document applies to the coding of hazardous chemicals and labeling of them during production, storage, transportation, operation, use, and other stages.

List of New Pollutants for Priority Management (2023)

On December 30, 2022, the Chinese Ministry of Ecology and Environment made public the List of New Pollutants for Priority Management (2023), which will come into force on March 1, 2023. This is the first official list of new pollutants for priority management. It should be noted that, from January 1, 2024, many listed new pollutants will be comprehensively phased out as their granted exemption periods end.

List of New Pollutants for Priority Management (2022 Draft)

On September 27, 2022, the Chinese Ministry of Ecology and Environment released a notice to solicit public comments for the Draft List of New Pollutants for Priority Management (2022) (hereinafter referred to as “2022 Draft”). The 2022 Draft contains 14 types of new pollutants, specifying their names, CAS numbers and major environmental risk control measures. Comments are welcome before October 28, 2022.The 2022 Draft recategorizes the 23 of 28 types of new pollutants listed in the 2021 Draft into the above 14 types. It deletes the following 5 types, i.e., dioxins, formaldehyde, ethanal, tetrachloroethylene and trichloroethylene. In addition, the 2022 Draft provides more detailed information for chemical identification (i.e., CAS number).

On October 11, 2021, the Chinese Ministry of Ecology and Environment (MEE) published a notice to seek public feedback on the draft Action Plan for New Pollutants Treatment (hereinafter referred to as the draft Plan). The draft Plan outlines the general requirements, goals and six major measures for new pollutants treatment, as well as the first batch of new pollutants for priority management in the annex. The first batch of new pollutants for priority management includes 28 types of chemicals. Notably, each type of chemical is provided with its own management measures, like prohibiting its production, processing, import, export, etc.

This standard specifies the method for the determination of non-volatile matter content of paints, varnishes, binders for paints and varnishes, polymer dispersions and condensation resins, such as phenolic resin (resols, novolak solutions, etc.).This method is also applicable to dispersions containing pigments, fillers and other auxiliaries (such as thickeners and film-forming agents). This standard can also be used for unplasticized polymer dispersions and rubber latices, the non-volatile residue (mainly polymeric material and a small amount of auxiliaries such as emulsifiers, protective colloids, stabilizers, film-forming agents added as solvents, in particular preservatives for the concentrated rubber latex) under the test conditions should be chemically stable. For plasticized samples, non-volatile residue typically includes plasticizers.

This Standard is one of a series of standards dealing with the sampling and testing of paints, varnishes and related products.This Standard specifies a method for the determination of the volatile organic compound (VOC) content of paints, varnishes and their raw materials. This Standard may be used where the VOC content is greater than 15 % by mass. When the expected VOC content is greater than 0.1 % by mass and less than 15 % by mass, GB/T 23986 should be employed.This method assumes that the volatile matter is either water or organic. However, other volatile inorganic compounds can be present and might need to be quantified by another suitable method and allowed for deduction in the calculations.
