Summary

For the purpose of implementing the regulations for environmental management on imported &exported of toxic chemicals, the MEP and  General Administration of Customs jointly issued the “List of Toxic Chemicals Severely Restricted to be imported in or Exported from P.R. China”. The list was first published in the end of 2005 and updated at the end of each year for thus seven renewals has been made since then. Companies who engage in the import/export of the listed chemicals shall apply in advance for their corresponding registration certifications of environmental management from competence authorities.  According to the applying type, the Registration Certification and Clearance Notification shall be issued to the applicants when appropriate. And the importing/ exporting companies shall provide the Clearance notification to the Custom for each import/export of the toxic chemical. In addition, the classification, packaging, labeling and transport of the imported and exported chemicals by concerned entities shall be carried out in accordance with the international or domestic stipulations on shipment of dangerous commodities.
