This regulation was established under the “Regulations on the Administration of Precursor Chemicals” (Decree No. 445) and listed 19 types of the non-drug precursor chemicals in its attachment, the “Catalogue of Classification and Types of Non-Drug Precursor Chemicals”. And the “Catalogue” will be adjusted with the renewals of the “Catalogue of Classification and Types of Precursor Chemicals” and “Catalogue of the Hazardous Chemicals”. The manufacturers and distributors of the non drug precursor chemicals shall apply the manufacturing or distribution licenses, or file their records to different levels of administrative department of Work Safety.

The manufacturers and the distributors of the Catalogue I-listed precursor chemicals shall each meet the provisions in the “Regulations on the Administration of Precursor Chemicals” (Decree No. 445) and submit the application form for manufacturing or distributing of precursor chemicals as well as other documents .The license issuing authorities will examine and make decisions on the applications within given days. The licensed entities shall accept on-going inspections form their supervision authorities and make modification or extension formalities if necessary. The manufacturers and the distributors of the precursor chemicals listed in the Catalogue II and Catalogue III shall file information such as the type, quantity and major flow direction for record with their city or county administration of Work Safety for the record-keeping certification.

The regulation also provides some penalties of violations on the regulations upon the entities or the officials from the authorities.
