The “Measures for the Administration of Licenses for the Purchase and Road Transportation of Highly Toxic Chemical” was formulated in accordance with laws and regulations such as the “Road Traffic Safety Law of the People's Republic of China” and “Regulations on the Control over Safety of Hazardous Chemicals (State Council Decree 344)”. Except personal purchases of pesticide, rodenticide and insecticide, any purchase or road transportation of highly toxic chemicals are governed by the “Measures”. The “highly toxic chemicals” referred in the measures refers to those chemicals listed in the “Inventory of Chinese Highly Toxic Chemicals”.

China adopts licensing system on purchase and transportation of highly toxic chemicals, the purchasing and transporting entities shall apply the purchase vouchers or permit and transportation license and then conducting the activities.
