This notice was issued to standardize the technical procedure of adding an existing substance which had been produced or put into practical use prior to the enforcement of SEPA Order 17 to the 2003 Inventory of Existing Chemical Substances Manufactured or Imported in China (IECSC 2003). This regulatory obligation was commonly known as "IECSC Supplementation".
After a chemical substance was included into the IECSC through the formal application procedure, manufacturing and import of the substance could be exempted from the obligation of China New Chemical Substances Notification. The notice is enclosed with an application form.
China has suspended the IECSC Supplementation since December 2011, according to a notice released by MEP on 18 November 2011.
