Based on the 3-year Interagency GHS Implement Plan led by the Council of Labor Affairs (CLA), the first stage of Taiwan GHS entered into force on 31 December, 2008.  1,062 hazardous chemical substances are subject to the first stage of Taiwan GHS. However, one year of transitional period was granted for these substances. The list of 1,062 hazardous substances is a combination of the substances already specified in the Attachment 1 of the Regulation and the 649 substances issued to supplement Attachment 1.

According to the Attachment 1 of the Regulation, 413 hazardous substances are specified with definite chemical name, the others are defined into groups based on their intrinsic properties without individual. The 413 substances are a combination of 371 within the scope of harmful materials and 66 dangerous materials after removing the duplicate substances of the two parts.

Apart from the 413 hazardous substances, on 5 Dec 2008, another 649 substances was issued in accordance with the definitions of five kinds of dangerous materials specified in Attachment 1 of the Regulation (i.e. 1.Explosive materials, 2.Ignitable materials, 3.Oxidizing materials, 4.Flammable liquids, 5.Flammable gases). Subsequently, the full list of 1,062 hazardous substances was published by the CLA subject to the implementation of the first stage of Taiwan.
