The Measures, which took effect since Mar 1st, 2007, was formulated to control and reduce the environmental pollution caused by the disposed or waste electronic information products, as well as promote the manufacture and transaction of electronic information products with low potential polluting capability. It aims to standardize the use of harmful and toxic substances or elements in the information products circulated in the Chinese market throughout the supply chain, including R&D, Design, Manufacture, Sale, Import, etc, to achieve the ultimate goal of minimizing or substituting the harmful and toxic substances in the electronic information products.

The measures is formulated according to the “Law of the People’s Republic of China on Promoting Clean Production”(President Order 72) and “Law  of the People’s Republic of China on the Prevention and Control of Environmental Pollution by Solid Wastes”(President Order 31).
