This Law is enacted in order to prevent and control environmental pollution by solid waste, protect the health of Chinese citizens and the safety of the national ecosystem, as well as to promote the sustainable development of the national economy and society.

This Law applies exclusively to the prevention and control of environmental pollution by solid waste within the territory of P.R.C., while the prevention and control of marine environmental pollution by solid waste or radioactive solid waste is prescribed otherwise.

The prevention and control on solid waste pollution is divided up into four sections in this Law: general prescriptions; industrial solid waste pollution control, on household garbage pollution control and hazardous waste (HW) pollution control.

Industrial solid waste should be reported and notified with the local authority of environmental protection at or above county-level. The prevention and control measures against HW pollution are primarily centered on the HW container/packaging, collection, storage, transportation, disposal and other flowing chains.
