In China, activities as the import and /or export of chemicals included in the “List of toxic Chemicals Severely Restricted to be imported in or Exported from P.R. China” are subject to regulations and the importing/exporting companies shall apply registration Certifications and receive supervisions from CRC-MEP. And this regulation is the fundamental law in China’s regulatory system of Environmental management on toxic chemicals. It was evolved from the “Regulations for Environmental Management on the First Import of Chemicals and the Import and export of toxic chemicals”, originally issued by the SEPA in 1994.  The Regulations stipulated the scope of the toxic chemicals under China’s environmental management and the authorities related in the management. It stressed the obligations of the companies in the import & export of the chemicals such as applying for the registration certification and pollution prevention.
