Summary

The Japanese “Act on the Evaluation of Chemical Substances and Regulation of Their Manufacture, etc. (Act No. 117 of 1973)” is better known as the “Chemical Substance Control Law” (CSCL), which is pronounced as “Kashinho” in Japanese. Since its enactment in 1973, it has imposed strict pre-marketing evaluation of chemical substances to prevent environmental pollution and control chemical risks to human health, plants and animals. It has been amended 4 times in 1986, 2003, 2009 and 2017.

The 2017 Amendment was promulgated on June 7, 2017 and set to take effect starting from January 1, 2019.
