On June 4,2003, the “Inventory of Highly Toxic Chemicals” was co-issued by SAWS, MPS, SEPA, MOH, AQSIQ, Ministry of Railways, MOT, Civil Aviation Administration of China. The inventory was prepared with toxicity indexes of the chemical as the judging boundary, however it does not change the existing classification of hazardous chemicals. The chemicals included in this inventory refer to those with acute toxic hazard, including the manually synthesized chemicals and their mixtures (including pesticides) and natural toxins. The contained Directory specifies the judging boundary of the highly toxic chemicals and contains 335 varieties of highly toxic chemicals.
Under China GHS regulatory, which was based on the revised “Regulations on Control over Safety of Hazardous Chemical” (Decree No. 591), chemicals listed in the inventory of hazardous chemicals (or “C&L inventory”) are expected to comply with China GHS. The C&L inventory is compiled from both the “list of dangerous chemicals (2002)”, or refers as the “Catalogue of hazardous Chemicals”, and “Inventory of Chinese Highly Toxic Chemicals” and other chemical substances considered as hazardous. China has already planned to revised the C&L inventory, but unfortunately the final decision is not that straightforward currently since the revised inventory is not yet released.
