Summary

The TCCA was replaced by K-REACH and the Chemical Controls Act (CCA) on 1 Jan 2015. Any prohibited chemicals designated under previous TCCA remains in their current status under K-REACH and CCA. 

According to K-REACH, the term "prohibited substance" means a chemical substance deemed to pose a great risk that the Minister of Environment publicly notifies after consultation with the heads of relevant central administrative agencies in accordance with Article 27 and deliberation by the Chemical Substance Evaluation Committee under Article 7 to prohibit such chemical substance from being manufactured, imported, sold, kept, stored, transported, or used for any use. More prohibited chemicals will be designated based on the hazard and risk assessment results after chemical registration under K-REACH.  

The list is continuously updated as the Annex 4 and Annex 5 of the MoE Public Notice of Designation of Restrcited Chmicals and Prohibited Chemicals. However, the issuance of the MoE Public Notice doesn't mean the list is updated, since in case of any changes occurred to the Restricted Chemical Substances List or Prohibited Chemical Substances List the notice will be issued. 

This latest list includes 
(a) prohibited substance used for any purpose with KE No., chemical name and prohibition details (Annex 4) and
(b) detailed items of prohibited chemicals designated by general terms with KE. No., chemical name and CAS No. (Annex 5).
