Chemical substances listed in the Notice were originally classified as "general chemical substances". Later the authorities deemed that any follow-up risk assessment  would not be needed for such substances, so relevant businesses are no longer required to submit annual reports on their manufacture/import volumes. Additions are made to the list of such substances almost each year.
