The Regulations is promulgated in accordance with Article 37 of the Toxic and Concerned Chemical Substances Control Act (TCCSCA). It specified the implementation procedures governing training qualifications, grades, number of people, (re)training, training record keeping, training certificate issuance, registration, cancellation and revocation and other measures to be followed by the emergency responders.
