This Standard applies to the dangerous goods packed and transported in excepted quantities. The excepted quantity refers to the maximum quantity per inner and outer packaging for transporting dangerous goods as excepted quantities.
Before it was formulated, there is not any such standard to guide the packaging of dangerous goods in excepted quantities in China, so it is implemented to blend in with international standards to reduce unnecessary repeated tests, break the technical barrier and promote the export of dangerous goods.
It is noted that this technical content of this Standard is in correspondence with the UN Recommendations on the Transport of Dangerous Goods-Model Regulations Part 3: Dangerous Goods List, Special Provisions and Exceptions Chapter 3.2 Dangerous Goods List (Column 1 to 5 and Column 7b) and Chapter 5 Dangerous Goods Packed in Excepted Quantities.
The Standard including the following main contents:
The structure of the list of excepted quantities of dangerous goods;
Whole list of excepted quantities of dangerous goods;
Packaging, tests for packaging, mark, documentation and exceptions when dangerous goods are carried in excepted quantities
The Chapter 4, 6, 7, 8 and 9 of this Standard are compulsory, the rest are recommendatory.
This Standard is proposed by the Ministry of Transport of the People’s Republic of China.
This Standard is under the jurisdiction of the National Technical Committee 251 on Dangerous chemicals Management of Standardization Administration of China (SAC/TC 251).
