Updates: On November 28, 2022, the National Health Commission of the People's Republic of China (NHC) announced to amend GBZ 2.1-2019 Occupational Exposure Limits for Hazardous Agents in the Workplace Part 1: Chemical Hazardous Agents. The amendment takes effect the same day it was released. On May 8, 2024, China NHC released the second notice to amend GBZ 2.1-2019 Occupational Exposure Limits for Hazardous Agents in the Workplace Part 1: Chemical Hazardous Agents. The amendment takes effect on May 1, 2025. This provided e-book translation is a consolidated version of GBZ2.1-2019 and 1st amendment and 2nd amendment. GBZ 2.1-2019 is a compulsory national standard concerning occupational exposure limits for chemical hazardous agents on workplace, which is set to come into effect on 1 April, 2020. This standard has set occupational exposure limits for 358 hazardous chemicals, 49 kinds of dust and 3 biological agents(Beauveria bassiana & Subtilisins).This standard is applicable to the design of industrial hygiene and various workplaces existing or generating chemical hazards. It is made for the purpose of the monitoring, assessing and controlling of the hygiene and working conditions, exposure degree of chemical agents for workers, leakage of production facilities and the effect of protective measures on workplace, apart from the supervision purpose on occupational health. This standard is not applicable to unprofessional contact.

Drawing from Guangdong’s practical experience, the NRCC and the Guangdong Institute of Safety Production and Emergency Management Science and Technology jointly prepared a local standard to fill the regulatory gap in addressing the hazardous chemicals QR Code application in Guangdong. A draft for approval was opened for public comments in mid-2024. On November 11, 2024, Guangdong Administration for Market Regulation issued the local standard namely ’DB44/T 2564—2024 Application specification for safety information code of hazardous chemicals’.

GB/T 30000.31-2023 Specification for classification and labelling of chemicals - Part 31: Precautionary label for workplace of chemicals

As required in the Work Safety Law and the Regulations on the Control over Safety of Hazardous Chemicals (State Council Decree No. 591), enterprises must prominently set up precautionary labels in workplaces. In regard to precautionary labels for workplaces of chemicals, an industrial standard AQ 3047-2013 The Rule of Precautionary Label for Chemicals in Workplace was issued and implemented in 2013. It has been ten years since then, the relevant requirements may be outdated. To keep pace with recent version of UN GHS, GB/T 30000.31-2023 is formulated. It specifies the requirements, preparation, and application of precautionary labels for workplaces of chemicals.
