Background

The new Vietnam Chemicals Law (Law No. 69/2025/QH15), enforced from January 1, 2026, marks a pivotal shift in the country's regulatory framework. Replacing the 2007 law that was in place for nearly two decades, this legislation transitions Vietnam from a traditional administrative licensing system for hazardous chemicals to a comprehensive, life-cycle-based risk management approach.

This webinar features insights from Mr. Tuan Thanh Le of the General Department of Vietnam Customs, who will share management policies and customs procedures under the new law. Following that, Mr. Do Thanh Bai from Vietnam Responsible Care Council (VRCC) will discuss expectations and challenges arising from the new chemical law and its supporting decrees.

    Mr. Do Thanh Bai is president of Vietnam Responsible Care Council (VRCC), that belonged to Chemical Society of Vietnam (CSV). He has background of Chemistry and Environment. He got Ms. degree of Chemistry (in Vietnam) and Environment (in Sweden) and he has more than 40 years working in these fields, especially in the field of chemical risk management, hazardous waste. In recent years Mr. Bai has been much involved in laws and regulations of chemical management and environment in Vietnam. As president of Vietnam Responsible Care, Mr. Bai has been involved in the different activities of RCLG and APRO in the last 15 years, especially in the activities GHS, Chemical Risk management and Advocacy.
