The Philippines' Toxic Substances and Hazardous and Nuclear Wastes Control Act (Republic Act No. 6969) was enacted and implemented in 1990. Its core framework consists of three levels. First, the Philippines Inventory of Chemicals and Chemical Substances (PICCS) serves as the basic list to distinguish between existing and new chemical substances; Second, the Priority Chemicals List is used to identify high-risk substances; And last, the most stringent Chemical Control Orders (CCOs) impose prohibitions and restrictions on specific substances.
