Among Japan's chemical-related regulations, the two most important are the Chemical Substance Control Law (CSCL) and the Industrial Safety and Health Law (ISHL). The CSCL was enacted in 1973 and is the world's first regulation aimed at controlling chemical risks. It is jointly administered by the Ministry of Economy, Trade and Industry (METI), the Ministry of Health, Labour and Welfare (MHLW), and the Ministry of the Environment (MOE). The ISHL, enacted in 1972, is overseen by the MHLW.
