Background

To align with relevant provisions of the Ecological and Environmental Code of the People's Republic of China and improve the environmental management registration system for new chemical substances, the Ministry of Ecology and Environment (MEE) initiated revision work for the Measures for the Environmental Management Registration of New Chemical Substances (MEE Order No. 12), and opened public consultation on the Measures for the Environmental Management Registration of New Chemical Substances (Draft for Comments) on June 11, 2026.

 This marks an important milestone in China’s environmental management of new chemical substances as the regulatory framework shifts from departmental rules to governance based on the Code.
