China MEE Publishes Revised Measures for the Environmental Management of New Chemical Substances

On April 29, 2020, China’s MEE published the amendments of the Measures for the Environmental Management of New Chemical Substances (MEP Order 7 of 2010). It is renamed as the Measures for the Environmental Management Registration of New Chemical Substances (MEE Order 12 of 2020), which will come into force on January 1, 2021.

China Issues Guidance Framework for Environmental Risk Assessment of Chemicals

On 3rd September, 2019, China Ministry of Ecology and Environment (MEE) issued a notice to publish the Framework Guide to the Technology Methods of Environmental Risk Assessment for Chemical Substances (Trial), which is an important supporting document for Environmental Risk Assessment and Control Regulation for Chemical Substances. This Guide specifies the basic framework for risk assessment, and clarifies the basic points, technical requirements, and report preparation as well. It is worthy noticing that the Guide applies to environmental risk assessments of different exposure pathways for the normal production and use of a single chemical substance, and does not apply to risk assessment under accidental exposure conditions.

China Notifies WTO of Two Draft Revisions Related to China REACH

China Welcomes Available Data from Industry for Risk Assessment of 23 Substances

On May 27th, 2019, China’s Solid Waste and Chemicals Management Center (SCC) under the Ministry of Ecology and Environment (MEE) announced that it will begin to collect information on 23 chemical substances from all relevant industries. The data will include physicochemical properties, toxicology and ecotoxicology data, quantities, uses, mode of production, local environmental exposure data, etc. The information gathered will facilitate environmental risk assessment of 23 chemical substances.

Industry Concerns over China’s Draft Regulation on Chemical Assessment and Control

China is to adopt a regulation on chemical environmental risk assessment and control similar to Canada CEPA, U.S. TSCA and Japan CSCL, rather than a REACH-like regulation. The industry welcomes changes to new chemical management. For annual reporting, the proposed frequency of reporting and the objects are the subject of heated debate. The industry calls for stakeholder engagement, public awareness and transparency.
