Chinese Industry Enters Global Cooperative on Syrian Chemical Weapons Decommissioning

With the joint effort of many countries including China, elimination of Syrian chemical weapons proceeds smoothly. Syria has become one of the 190 member states of the Organization for the Prohibition of Chemical Weapons (OPCW). In accordance with a plan approved by the OPCW Executive Council, Syrian chemical weapons and precursor chemicals will be transported for destruction outside its territory to ensure their destruction by the deadline of June 30th 2014. China is among those who agreed with the Executive Council’s decision.

China Ministry of Industry and Information Technology (MIIT) formulated a detailed working plan summoning chemical enterprises to take part in the implementation.

  1. Chemicals due for disposal are listed in Annex 1~4. The expenses incurred during the disposal process will be paid by OPCW.

  2. Destruction of the above mentioned chemical materials must be in full compliance with international and domestic requirements for safety, security and environmental protection. Incineration methods must ensure the rate of harmless disposal reaches 99.99%.

  3. OPCW will ship the chemicals to the nearest port. Those listed in Annex 1~3 will arrive in February 2014. Chemical enterprises will then be responsible for the transportation from port. Detailed information about transportation and disposal should be notified to the OPCW, who will send investigation teams to verify the process and take on-site records to ensure all declared chemicals are eliminated.

Interested chemical enterprises can apply to Dept. of Raw Material Industry, MIIT before Dec 10th, 2013, with the following information submitted (in both English and Chinese).

  1. Background information of the enterprise (number of employees, business volume and date of establishment)

  2. A list of acquired relevant licenses and certificates

  3. Proposed disposal methods and a list of chemicals to be dealt with.

  4. Contact information (full company name, telephone number, fax, email address, website and name of contact person)

  5. Supplier Response Form, OPCW (Annex 5)
