HCPEC HORIZONS: Inferences Drawn from the 12TH FYP and Prospective Compilation of the HCPEC List

The MEP is currently in the process of elaboration and refinement of the environmental management initiatives outlined in its 12th FYP. During the 12th FYP, the MEP set itself a 2015 deadline to complete the first round of environmental management registrations. Based on the outlined plans and current regulatory trends, it’s possible to envisage the numerous changes on the regulatory horizon. Of particular interest are the 58 categories of chemicals highlighted for heightened prevention and control. We can speculate that there will be an overlap between this new list and the established 58 categories in the 12th FYP.

25 categories of chemicals with cumulative risk have been identified as the target of particular prevention and control and they are very likely to be included in the HCPEC list (See Table 1).

Table-1-Chemicals-with-cumulative-risk-small.pngAlthough heavy metal compounds are not included in the 58 categories (chemicals), the FYP pointed out these chemicals will be controlled in another plan. Exploring them together with other categories listed in the FYP targeted for particular prevention and control, it is expected that the chemical substances in Table 2 would be included in the HCPEC list as well.

Furthermore, the MOA is also collaborating with other Ministry/Department in the compilation of the HC inventories reflected in the recent requests made by ICAMA officials on the pesticide companies to provide safety evidence of some agrochemicals. Based on this we can also expect several pesticides as potential candidates to be listed on the HCPEC inventory. Based on their chemical profiles we can expect pesticides such as Malathion, Parequat, Endosulfan, Cypermethrin, Alachlor, and Acetochlor to be included.

Before the actual publication of the inventory and with the approaching registration deadlines, speculation is rife. According to our analysis, it is a safe bet to assume that many of the substances outlined in this article will be included in the to-be-published HCPEC.
