On October 11, 2021, the Chinese Ministry of Ecology and Environment (MEE) issued the draft Action Plan for New Pollutants Treatment.The Plan outlines the general requirements, goals and six major measures for new pollutants treatment, as well as the first batch of new pollutants for priority management in the annex (including 28 types of chemicals). According to the Plan, a series of relevant regulations and standards are going to be formulated, revised or issued, providing with the timeline of the issuance of the supporting national standards and technical guidelines.

On October 11, 2021, the Chinese Ministry of Ecology and Environment (MEE) published a notice to seek public feedback on the draft Action Plan for New Pollutants Treatment (hereinafter referred to as the draft Plan). The draft Plan outlines the general requirements, goals and six major measures for new pollutants treatment, as well as the first batch of new pollutants for priority management in the annex. The first batch of new pollutants for priority management includes 28 types of chemicals. Notably, each type of chemical is provided with its own management measures, like prohibiting its production, processing, import, export, etc.

This standard specifies the method for the determination of non-volatile matter content of paints, varnishes, binders for paints and varnishes, polymer dispersions and condensation resins, such as phenolic resin (resols, novolak solutions, etc.).This method is also applicable to dispersions containing pigments, fillers and other auxiliaries (such as thickeners and film-forming agents). This standard can also be used for unplasticized polymer dispersions and rubber latices, the non-volatile residue (mainly polymeric material and a small amount of auxiliaries such as emulsifiers, protective colloids, stabilizers, film-forming agents added as solvents, in particular preservatives for the concentrated rubber latex) under the test conditions should be chemically stable. For plasticized samples, non-volatile residue typically includes plasticizers.

This Standard is one of a series of standards dealing with the sampling and testing of paints, varnishes and related products.This Standard specifies a method for the determination of the volatile organic compound (VOC) content of paints, varnishes and their raw materials. This Standard may be used where the VOC content is greater than 15 % by mass. When the expected VOC content is greater than 0.1 % by mass and less than 15 % by mass, GB/T 23986 should be employed.This method assumes that the volatile matter is either water or organic. However, other volatile inorganic compounds can be present and might need to be quantified by another suitable method and allowed for deduction in the calculations.

This standard is identical with International Standard ISO 11890-2: 2006 “Paints and varnishes - Determination of volatile organic compound (VOC) content - Part 2: Gas chromatographic method” (English version).This standard is one of a series of standards dealing with the sampling and testing of paints, varnishes and related products. This standard specifies a method for the determination of the volatile organic compound (VOC) content of paints, varnishes and their raw materials. This standard is preferred if the expected VOC content is greater than 0.1 % by mass and less than 15 % by mass. When the VOC content is greater than 15 % by mass, the less complicated method given in GB/T 23985 may be used. This method assumes that the volatile matter is either water or organic. However, other volatile inorganic compounds can be present and might need to be quantified by another suitable method and allowed for deduction in the calculations.

On June 10, 2021, Decision on Amending the Work Safety Law of the People's Republic of China was adopted at the 29th Session of the Standing Committee of the thirteenth National People's Congress. It will be implemented on September 1, 2021. The current Work Safety Law was enacted in 2002, and was amended twice in 2009 and 2014, and this year's version is the third amended version. In this version of the Work Safety Law, 56 decisions have been modified, accounting for about 49% of the original articles. This Law is developed to reinforce work safety, prevent and reduce work safety accidents, protect the life and property safety of the people, and promote the sustainable and sound economic and social development.

In February, 2021, the draft Law on Safety of Hazardous Chemicals, a legislation poised to regulate China's hazardous chemicals in place of Decree 591, was submitted for deliberation at the executive meeting of the Ministry of Emergency Management (MEM).China is one of the world’s major chemical powerhouses, with large amount of businesses engaging in the production and operations of hazardous chemicals. However, they face great challenges associated with hazardous chemicals. The regulation of hazardous chemicals safety involves various authorities as well as a number of laws and regulations, which results in blank spots and overlaps in the regulatory practices. Therefore, the central government has reckoned it both necessary and urgent to establish a State-level law to fundamentally unify and enhance legislative measures for ensuring safety of hazardous chemicals.With a focus on clearly dividing responsibilities and guarding against safety risks at the source, the draft Law may wield a tremendous amount of influence over the chemical sector. Compared to the third draft which was published in October last year, major highlights in the proposed draft remain the same, yet with some changes made in certain specific rules.
