Summary

Shortly before the entry into force of MEP Order 7 and annulment of SEPA Order 17, the Ministry of Environmental Protection published this notice in the purpose to guarantee a smooth transition for China's New Chemical Substance Notification (NCSN). The notice clarifies four important principles in China NCSN fulfillment, covering respectively:

  • 1) the validity extension of the registration certificate acquired under SEPA Order 17,

  • 2) revision in the post-registration obligations for notifiers under SEPA Order 17,

  • 3) the solution to on-going&incomplete notifications pursuant to SEPA Order 17 and

  • 4) new notification requirements for new substances manufactured or imported within the Bonded and Export Processing Zones.
