Summary

This regulation was published on the 12th September 2003 by the State Environmental Protection Administration (SEPA). It was formulated to strengthen the environmental administration on new chemical substances, to prevent environmental pollution and ensure public health and safety. It applied to activities involved with import and manufacturing of new chemical substances within the territory of People's Republic of China.
