The "List of Explosive Precursors (2017)" is one of the important initiatives of the Ministry of Public Security to implement Article 23 of the “Regulations on the Control over Safety of Hazardous Chemicals (Decree No. 591)" and further strengthen the management of explosive hazardous chemicals.  The regulation addresses the safe management of hazardous chemicals (HC) during their production, storage, use, operation (sales and import) and transport. Ministry of Public Security listed 74 explosive precursors and classified them into 9 categories on the basis of their hazardous properties.
