The “List of Explosive Precursors (2011)” was compiled under Article 23 of the “Regulations on the Control over Safety of Hazardous Chemicals (Decree No. 591)”. The regulation addresses the safe management of hazardous chemicals (HC) during their production, storage, use, operation (sales and import) and transport. Ministry of Public Security listed 64 explosive precursors and classified them into 6 categories on the basis of their hazardous properties.
