Pursuant to the provisions of Republic Act No. 6969, otherwise known as the “Toxic Substances and Hazardous and Nuclear Waste Control Act of 1990”, Section 14, Chapter IV, Title II of the DENR Administrative Order No. 29 Series of 1992, otherwise known as the “Implementing Rules and Regulations (IRR) of RA 6969” and provisions under EMB Memorandum Circular 2014-001, the authority issued a draft list of 81 chemicals proposed for inclusion in the Philippine Inventory of Chemicals and Chemical Substances (PICCS).
These 81 new chemicals are notified through the Pre-Manufacture Pre-Importation Notification (PMPIN) process in 2024. With this addition, the total number of chemicals listed in the PICCS will increase from 22,438 to 22,519.
For chemicals listed in the PICCS, if they are not further regulated under Priority Chemical List (PCL) or Chemical Control Orders (CCOs), they can be manufactured or imported into the Philippines without market access restriction.
