The Cabinet of Ministers of Ukraine's Resolution No. 539, adopted on May 10, 2024, and published soon after, approved the Technical Regulation on Hazard Classification, Labeling and Packaging of Chemical Products (UA CLP). This regulation is a direct adoption of the EU's CLP Regulation (GHS), requiring all substances and mixtures on the Ukrainian market to be classified, labeled (using GHS pictograms, hazard statements, etc.), and packaged according to these international standards.
While the main provisions entered into force on November 15, 2024, the government has repeatedly extended the critical compliance deadlines to give industry more time: the latest amendment (Resolution No. 1598, adopted December 5, 2025) postponed the mandatory compliance date for substance classification to November 15, 2027, and for mixtures to May 1, 2028.
