In accordance with the State Council Decree 344, the old version of the Regulations on the Control over Safety of Dangerous Chemicals, and the SETC Order 36, "Measures for the Administration of Hazardous Chemicals Operation Permit (2002)", SAWS published this legislation on April 1, 2003 to provide instructions for the safety evaluation work of hazardous chemicals operation enterprises (hereinafter as HC operation enterprises).

Part 3 to Part 6 of the trail Guidelines specify four main requirements in carrying out safety evaluation for HC operation enterprises, including the prerequisites of safety evaluation, what to evaluate, procedure of the evaluation and the safety evaluation report.

The document is attached with three normative appendixes, respectively concerning the on-site inspection form of safety evaluation, a sample safety evaluation report and the report cover.
