On December 29, 2011, China's AQSIQ and GAC jointly published the 2012 Adjustment to "Catalogue of Inspection and Quarantine", which lists all entry-exit commodities for which customs regulatory conditions and/or types have been adjusted in the year 2012. This adjusted catalog contains 160 hazardous chemicals which were collected from the Chinese C&L Inventory (Catalogue of Hazardous Chemicals 2002) and all importers and exporters of which are obliged to comply with new customs inspection and quarantine rules specified by AQSIQ as of the first of February 2012.
On February 29, 2012, the AQSIQ reiterated its compulsory requirements on the inspection of entry-exit hazardous chemical products and their packaging in Announcement no 30 of 2012. The announcement further clarifies documents required of Customs Clearance for hazardous chemicals import/export and the specific inspection items. It is also attached with two samples of the Declaration of Conformity for importers and exporters.
The new entry-exit inspection rules were formulated to further implement provisions in the State Council Decree 591 with regard to imported and exported hazardous chemicals and packages as well.
