On January 19, 2026, the Government of Vietnam issued Decree No. 28/2026/ND-CP on lists of narcotic substances and precursors. This decree immediately entered into force, consolidates and updates the classification of narcotics and chemical precursors, assigns management responsibilities to competent ministries, and sets transitional compliance deadlines for entities producing or trading specified substances.
