Taiwan to Ban PVC in Food and Feed Packaging from July 1, 2023
May 16, 2022
Following the PVC packaging ban in South Korea and New Zealand, Taiwan recently announced to ban the manufacturing, importation and sales of certain products whose packaging contain polyvinylchloride from July 1, 2023.

Japan Proposes to Add Additional Existing Substances into the FCM Positive List

On April 26, 2022, the Ministry of Health, Labour and Welfare (MHLW) of Japan announced to start the nomination for existing substances in the FCM Positive List again. The application can be submitted before July 16, 2022. MHLW emphasized that this would be the last opportunity to submit a request for an existing substance to be included in the FCM Positive List.

South Korea Requires Submission for Recyclability Data of Packaging Materials before April 15

Enterprises subject to recyclability shall report the delivery and import data to MOE before April 15, 2022. South Korea Revises Packing Material Recyclability Rating Standard

MOE adjusted the recyclability level of "composite material containers and trays" and "composite material film and sheet". Manufacturers or importers of such materials need to re-conduct an assessment of the packaging material's recyclability level.

China Approves 32 New Varieties of Food Ingredients and Food-related Products

As per the notice released on March 1, 2022, China National Health Commission (NHC) officially approved the use of 32 new varieties of food ingredients and food-related products, including 2 food raw materials, 11 food additives and 19 food contact material (FCM) substances.

China to Implement 16 GB Standards in March, Involving Food Additives, Contaminants and FCM

As we step into March of 2022, 16 national food safety standards issued previously by the State Administration for Market Regulation (SAMR) together with National Health Commission (NHC) will come into force soon, involving food additives, contaminants in food, food testing methods, and food contact materials. These GB standards provide a legal basis for regulators, and also offer compliance guidelines for food manufacturers. Stakeholders are always recommended to keep an eye on the latest changes on GB standards, so as to take prompt measures and avoid unnecessary losses.

Thailand Proposes to Revise the Regulation for Food Contact Plastics

On Jan. 27, 2022, World Trade Organization (WTO) announced a notification regarding the proposed revision to Thailand’s plastic food packaging regulations, which was proclaimed by Thai Food and Drug Administration (FDA). Comments should be sent back within 30 days from the circulation of the notification.

China Seeks Comments on Five New Food Additives and Two Food-related Products

On January 29, 2022, China Nutrition and Health Food Association issued a notice to open five new varieties of food additives for public comments, including three new enzyme preparations, one new processing aid, and one food additive with expanded usage. Any comment can be sent to zqyj@cfsa.net.cn prior to February 28, 2022. Later on February 8, 2022, China National Center for Food Safety Risk Assessment (CFSA) announced to solicit public feedback for two new varieties of food-related products, including one new variety of food contact material (FCM) resin, and one FCM resin with expanded application scope. Any feedback can be sent to biaozhun@cfsa.net.cn before February 27, 2022.

Japan Updates the Positive List of FCM

On December 24, 2021, the Ministry of Health, Labour and Welfare (MHLW) of Japan released the revision of the FCM positive list, which applies to food contact utensils, containers and packaging made of synthetic resin. The latest version of the positive list adds 125 new substances that can be safely used in food contact materials.
