On February 17th China’s Ministry of Commerce (MOFCOM) released a preliminary ruling (MOFCOM Notice No.11 of 2014) of an anti-dumping investigation against imports of perchlorethylene (PCE, a.k.a tetrachloroethylene) originating in the E.U. and the U.S.. PCE is listed under tariff No. 29032300 in the Customs Import and Export Tariff of the People’s Republic of China.
Investigators ruled that there was dumping of imports of PCE from both Europe and the US which seriously impacted China’s domestic industry causing significant environmental damage.
In accordance with Article 28 and 29 of the Anti-dumping Regulations, MOFCOM will carry out anti-dumping measures against the enterprises in question. Starting from February 18th, 2014, importers of PCE from the E.U. and the U.S. should pay security deposits to the Customs of China. The dumping margins are listed as follows:

Objections to the ruling may be raised in the first 10 days after the issuance of the official notice, and stakeholders reserve the right to submit written comments and evidence for re-consideration of the preliminary ruling.
