On May 25th, 2021, China State Council issued a notice [1] to publish the Implementation Plan for Strengthening the Reform of Hazardous Waste Supervision and Utilization and Disposal Capacity (hereinafter referred to as the Implementation Plan). The Implementation Plan was formulated to promote the implementation of the Law of the People’s Republic China on the Prevention and Control of Environmental Pollution by Solid Waste and to prevent and control the environment and safety risks of hazardous waste.
The regulatory system and mechanism of hazardous waste are to be improved:
all regions and departments are required to implement hazardous waste supervision responsibilities according to the division of labor;
a regional joint prevention and control mechanism for hazardous waste environmental risks is to be established;
the responsibilities of enterprises are emphasized;
the informative system for hazardous waste management is to be improved.
MEE issued a notice on Promoting the Informatization of Hazardous Waste Environmental Management on December 31st, 2020. According to the notice, annual report and declaration are required to complete on the national online system from 2021, as well as the operation of the hazardous waste transfer sheet and approval of hazardous waste export (ChemLinked News [2]).
The source control of hazardous waste will also be strengthened. First, the identification system of hazardous waste will be improved, a hazardous waste exemption management list will be developed by the dynamic updated National Inventory of Hazardous Waste. It is also specified that the measures for hazardous waste identification will be issued by MEE in 2021. In addition, environmental access of hazardous waste will be tightened, and source reduction will be promoted.
For the collection and transport of hazardous waste and the improvement of waste disposal capacity, the Implementation Plan also put forward requirements. For the supervision of waste hazardous chemicals, a linkage mechanism will be established. The administrations of emergency response and administrations of ecology and environment will establish a working mechanism for supervisory collaboration and joint law enforcement with other related administrations.
