Hunan Province to Charge for VOCs Emissions

Recently, the Department of Environmental Protection and the Department of Finance of Hunan Province issued a joint notice announcing that Hunan Province will charge for VOCs emissions from March 1st 2016.

The charges will initially target the petro-chemical industry and packaging and printing industry. Hunan adopts a differential charge system similar to that used in Beijing, in which the charges will be doubled for enterprises that exceed the emission limits and will be halved for enterprises whose emissions are less than 50% of the emission limits. The VOCs pollution equivalent is set as VOCs emission (kg) /0.95. The charge is 1.2 RMB per equivalent.

Enterprises should notify the VOCs emission details to the local environmental protection authorities in the last 7 days of each month or each quarter of the year.
